Off consensus probably as I think Captain America: Winter Soldier is *easily* the best, far outdistancing the others which tend to be solidly entertaining with wonderful setpieces at best to solidly entertaining but forgettable / shamelessly incomplete at worst. The latter is the danger when your movies are actually just gargantuan episodes of one super long tv series with mandatory "next time on..." tags after the credits.
And on that note these were surprisingly hard to rank as the quality varies so much from scene to scene, setpiece to setpiece, that all of them kind of blend together into a "good but not great" or "decent but forgettable" stew.

Most of these i've seen only once (*all* in theaters except the tv shows obviously) with a few exceptions like "winter soldier" (three times) and a handful of others twice (not necessarily my favourites - just random moviegoing with friends).
